Under 49 USC § 14104, a moving company must base it’s written estimate on a visual survey of the household goods if the household goods are located within a 50 mile radius of the location of the carrier’s household goods agent preparing the estimate.
A household goods shipper may elect to waive a physical visual estimate by written agreement signed by the shipper before the shipment is loaded. A copy of the household goods visual estimate waiver form must be retained by the household goods moving company under the same record-retention rules that cover Bills of Lading.
