How We Work in Unincorporated LA County

Paid Consultation First, Then the Right Path for Your Case

Rental rules in unincorporated LA County can be confusing, layered under the LA County Rent Stabilization and Tenant Protections Ordinance (RSTPO) and California’s statewide AB 1482. Every matter begins with a paid phone consultation, and many landlords tell us that call alone is worth it: it cuts through the confusion and gets you moving in the right direction. Full-service representation is a possibility for a limited category of cases, but it is never guaranteed. Either way, you leave the call knowing exactly where you stand.

Valuable on Its Own

Paid Phone Consultation

Eviction rules in unincorporated LA County are genuinely complicated. Many landlords tell us this call alone was worth it, clear answers, no guesswork, and a real sense of direction.
  • A paid phone call with our office to review your property, tenancy, and the reason for the eviction.
  • We cut through the LA County RSTPO and California’s AB 1482, and tell you plainly what applies to your property.
  • We confirm whether your matter may qualify for full-service representation, or whether a paid consultation is the right path for your situation.
  • You leave the call knowing exactly what you can and cannot do, and the specific next step to take, in plain English.
  • When you schedule a call, our scheduling page shows the cost of the consultation.
Schedule a Paid Consultation
If Eligible • Never Guaranteed

Full-Service Eviction

  • Available only when the rental is ‘partially covered’ by the RSTPO (such as a legally permitted single-family home or condo exempt from the rent cap)
    and
The reason for the eviction is an allowable at-fault reason.
  • Representation through the unlawful detainer (eviction lawsuit) process filed with the Los Angeles County Superior Court, if identified as appropriate for your case.
  • Fees are reasonable and explained clearly up front, before you commit to anything. No surprises.
  • Eligibility is always confirmed during your paid consultation before any full-service engagement begins. There is no guarantee of full representation.

Why Unincorporated LA County Landlords Choose Us

We are a focused eviction practice dedicated entirely to landlords. When you hire us, you get direct access to an experienced attorney: not a call center, not a paralegal, not whoever picks up the phone.

You Work Directly with David

Your case is handled by David Piotrowski personally, not passed to a paralegal or a staff attorney you have never spoken to. You can reach us when you have questions, and you will know exactly where your case stands.

Landlords Only. Every Case, Every Day.

Landlord-Side Representation

Unincorporated Los Angeles County Eviction Attorney for Landlords

Unincorporated Los Angeles County refers to the many communities across the county that are not within the boundaries of any incorporated city, and are instead governed directly by LA County. This includes areas such as Castaic, Stevenson Ranch, and Altadena, along with communities like East Los Angeles, Hacienda Heights, Rowland Heights, La Crescenta-Montrose, Topanga, Westmont, and Florence-Graham. If your tenant in one of these communities stopped paying rent, violated the lease, or is simply refusing to leave, you need an eviction attorney who knows the process and fights for landlords. The Law Office of David Piotrowski has been representing Los Angeles County landlords in tenant eviction cases for over 20 years. We never represent tenants.

California law prohibits self-help evictions. You cannot change the locks, remove the tenant’s belongings, shut off utilities, or physically remove anyone from the property. Doing so exposes you to substantial liability regardless of how overdue the rent is.

Because these communities are unincorporated, rentals fall under the LA County Rent Stabilization and Tenant Protections Ordinance (RSTPO) rather than any city rent-control law. The RSTPO caps rent increases and requires just cause for eviction on units it fully covers, while other property types, most notably single-family homes and condos, are generally exempt from the rent cap though may still carry just-cause protection. Because eligibility for full-service representation depends heavily on these rules, every matter begins with a paid phone consultation. Full-service representation may be possible in a narrow set of cases, but it is never guaranteed. Contact us to schedule your consultation.

Know Before You Serve

When Full-Service Representation May Be Possible in Unincorporated LA County

The LA County RSTPO and full-service eligibility

Communities in unincorporated Los Angeles County are governed by the LA County Rent Stabilization and Tenant Protections Ordinance (RSTPO) (LA County Code Chapter 8.52) rather than any city ordinance. Units fully covered by the RSTPO are subject to an annual rent cap and require a lawful just-cause reason, at-fault or no-fault, before a tenancy can be terminated. Certain property types, most notably single-family homes and condos, are generally exempt from the rent cap and considered only partially covered, though they may still carry just-cause protection depending on the facts. No-fault terminations (such as owner move-in or withdrawal from the rental market) generally require relocation assistance to the tenant.

Because full-service representation depends heavily on property type and the reason for the eviction, we can only consider it when both of the following apply, and even then it is never guaranteed:

May Support Full Service

  • The rental is only partially covered by the RSTPO, such as a legally permitted single-family home or condo exempt from the rent cap
  • The eviction is for an allowable at-fault reason, such as nonpayment of rent or a lease violation

Paid Consultation Only

  • Properties fully covered by the RSTPO’s rent cap and just-cause requirement
  • Section 8 or other subsidized tenancies
  • All no-fault evictions, including owner move-in, withdrawal from the rental market, or demolition/substantial rehabilitation (relocation assistance requirements apply)
  • Habitability complaints or illegal/unpermitted construction

Even when a case looks like it may qualify, eligibility for full-service representation is always confirmed during your paid consultation, and full representation is only ever a possibility, never a promise. For matters outside this narrow category, such as fully covered properties, Section 8 or other subsidized tenancies, no-fault evictions, habitability complaints, or illegal construction, we are able to offer a paid consultation to walk you through your options. See LA County’s Rent Stabilization and Tenant Protections page.

I had a tenant issue, the last thing a landlord wants to handle. Fortunately, I found David’s law firm. Set up an appointment with him. He was punctual, very nice and professional. He viewed the lease, answered all my questions and explained the entire possible eviction process step by step. I was very happy with the conversation, then used his service to issue notice to tenants. Once the notice is delivered, tenants complied with the notice and the issue was solved. Greatly appreciate David’s professional services. Highly recommend David to landlords with no hesitation.

I needed help on eviction, and I was turned down by many because in Los Angeles, landlords have minimal rights. David walked me through the process and was there throughout until the end. David is an absolute professional.

What to Prepare for Your Paid Consultation

When you schedule a paid eviction consultation, we will discuss your situation in detail, including your property type and the reason for the eviction, to determine whether full-service representation may be a possibility, or whether a paid consultation is the right path for your case. Even on its own, the call is designed to leave you with real clarity on rules that trip up most landlords, and a clear next step. The more information you provide upfront, the more useful the consultation will be.

Why do you want to evict your tenant, and what is the address and community the property is in?
Is the property a single-family home, and is it legally permitted as one?
Do you live at the property, or is it Section 8, a property fully covered by the RSTPO rent cap, or otherwise subsidized housing?
Is the tenant behind on rent? If so, how much is owed and for how many months?
Are there any habitability concerns or illegal/unpermitted construction at the property?
Has the tenant filed complaints with any government agency?

Enter your details and we’ll take you straight to our scheduling calendar with your information already filled in. This is a paid consultation; full-service representation may be a possibility depending on your case, but it is never guaranteed.

Common Questions

Frequently Asked Questions

Answers to the most common questions unincorporated LA County landlords ask about the tenant eviction process.

Every unincorporated LA County matter begins with a paid phone consultation. Depending on your property type and the reason for the eviction, we may be able to offer full-service representation, with fees that are reasonable and explained clearly up front, no surprises. Otherwise, we are generally only able to offer a paid consultation. Which option applies to your case, and the exact cost, is determined during your paid consultation.

It depends, and it is never guaranteed. Full-service representation may be available only when the rental is only partially covered by the LA County RSTPO, such as a legally permitted single-family home or condo exempt from the rent cap, and the reason for the eviction is an allowable at-fault reason. Properties fully covered by the RSTPO’s rent cap and just-cause requirement, Section 8 or other subsidized tenancies, all no-fault evictions, habitability complaints, and illegal or unpermitted construction are examples of situations where we are only able to offer a paid consultation. Schedule a call so we can review your situation.

Unincorporated areas are communities that are part of Los Angeles County but not within the boundaries of any incorporated city, so they are governed directly by LA County rather than a city government. We represent landlords in unincorporated communities throughout the county, including Castaic, Stevenson Ranch, Altadena, East Los Angeles, Hacienda Heights, Rowland Heights, La Crescenta-Montrose, Topanga, Westmont, Florence-Graham, and others. If you are not sure whether your rental is in an incorporated city or an unincorporated area, we can help confirm that during your paid consultation.

The RSTPO, LA County Code Chapter 8.52, applies only to unincorporated LA County and caps annual rent increases for “fully covered” units while requiring just cause for eviction on covered units. Certain properties, including many single-family homes, are exempt from the rent cap and may be only partially covered (subject to just-cause protection without the rent cap). No-fault reasons, such as owner move-in or withdrawal from the rental market, generally require relocation assistance, while at-fault reasons, such as nonpayment of rent or a lease violation, do not. Because eligibility for full-service representation depends heavily on these rules, every matter in unincorporated LA County starts with a paid phone consultation.

Nonpayment of rent is an at-fault reason. The first step is typically a 3-Day Notice to Pay Rent or Quit. If your rental is only partially covered by the RSTPO, such as a legally permitted single-family home or condo exempt from the rent cap, full-service representation may be available, with fees explained clearly up front and no surprises. Schedule a paid consultation so we can review your property and tenant situation and confirm your options.

A 3-day notice is a written notice served on a tenant demanding they pay overdue rent, cure a lease violation, or vacate the property within 3 days. It is typically the first required step for an at-fault eviction reason before an unlawful detainer lawsuit can be filed with the Los Angeles County Superior Court. Schedule a paid consultation to discuss whether a 3-day notice fits your situation and whether full-service representation may be available.

A 30-day or 60-day notice is generally used for a no-fault reason, meaning the tenant did not do anything wrong. Under the LA County RSTPO, no-fault reasons such as owner move-in, withdrawal from the rental market, or demolition/substantial rehabilitation generally require relocation assistance to the tenant. These situations fall outside the narrow cases where we can offer full-service representation in unincorporated LA County. For no-fault evictions, we are only able to offer a paid consultation.

No. California law strictly prohibits “self-help” eviction tactics including changing the locks, removing a tenant’s belongings, shutting off utilities, or physically removing someone from a rental property. Taking any of these actions can expose you to significant legal liability regardless of how much rent is owed. You must go through the lawful unlawful detainer (eviction lawsuit) process.

Yes, in a sense. Because these communities are unincorporated, they are covered by the LA County Rent Stabilization and Tenant Protections Ordinance (RSTPO), which caps annual rent increases for fully covered units and requires just cause for eviction. Single-family homes and certain other categories are generally exempt from the rent cap, though California’s statewide AB 1482 may still apply. We recommend a paid consultation to confirm how these rules apply to your specific property before serving any notice.

Sometimes, and these rules are narrow, temporary, and specific to the affected community, so they should never be assumed. For example, following the January 2025 Eaton Fire, LA County adopted temporary eviction and rent-increase protections specific to qualifying, income-eligible tenants in the Altadena area, which have been extended and revised more than once since the fire. If your property is in or near a recent disaster area, confirm current status at your paid consultation before serving any notice, since these rules change and are easy to get wrong.

No. The Law Office of David Piotrowski represents landlords only in all unincorporated LA County eviction matters. We never represent tenants. This exclusive focus means our advice, strategy, and preparation are always fully aligned with your interests as a landlord.
